Dear Eagle Ranch Property Owners:
In accordance with our by-laws, this newsletter is the official notification of our annual meeting to be held on Saturday, June 27, 2009.The meeting will be held at the Pueblo West V.F.W. Hall, 127 East Spaulding Avenue, Pueblo West, Colorado 81007. The meeting will begin at 11:30 AM sharp. It is recommended that you arrive in sufficient time to sign the register. Registration starts at 11:00 AM.
The following should be noted:
Only members in good standing with the POA will be allowed to vote. All dues must be paid up to date. Delinquent payments will be accepted at the meeting via cash or cashier’s check.
The meeting will follow a strict agenda. Only the subjects that are listed will be discussed. If you have an item or question you feel should be included, it must be sent to the board in writing by June 1st. It will be reviewed by the board and either answered individually or added to the agenda. (Note: Space provided on ballot)
In an effort to reduce cost, a meal is not planned. Water and iced tea will be provided.
Absolutely no alcoholic beverages are allowed to be served or consumed in the meeting hall. No outside alcohol or beer is to be brought onto V.F.W. property, including the parking lot. All alcoholic beverages must be purchased from V.F.W. Post 5812, and consumed in the bar area. Failure to comply with any of the above will result in the forfeit of deposit, and the immediate shut down of the event.
Please use the enclosed form for proposed budget approval and RSVP. Be sure to indicate the number attending so that we can plan accordingly.

President's Message - by Tom Ossner
Many changes have occurred since our annual meeting last June. As mentioned in the previous newsletter, Ken Simpson has resigned from the board. I would like to thank Ken for his years of service to our community. He will remain the primary contact supporting the ongoing issue of fire protection. Ken brought organization and structure to the ERPOA. As president, I will continue this direction. I would also like to thank the board members for an easy transition into my new role; their support is very much appreciated.
Based on input from last year's meeting and ongoing board meetings, below are a few items that will change for this year's session.
• As noted above, the annual meeting is being held at the VFW hall in Pueblo West. Current estimates indicate this will be more cost effective than previous years.
• We will be asking for volunteers to support the newly formed road committee each year. It is chaired by our Vice President Alan Lucas. If you are interested in being a member for the upcoming year, please let us know at or prior to the meeting.
• The meeting will be recorded electronically to allow the secretary to participate and provide accurate minutes.
I look forward to seeing you in June.

Roads and Bridges
This year like years past a considerable amount of time and energy has been spent on our roads and bridges. It was determined that several courses of action needed to be taken to ensure the safety and well being of property owners as well as guests to our Subdivision.
The boards’ first course of action was to form an annual road committee at the request of several property owners during last year’s annual meeting. The idea was to allow for more participation from property owners. The committee could help procure getting sealed bids for road grading, snow removal and other miscellaneous work. The committee could also over see the actual work being conducted. The committee is still a work in progress. Anybody wanting to join and help shape and mold the committee should contact an ERPOA board member.
Our next course of action was to address any bridge deficiencies. At the time, the board was concerned with the decking on Nolan bridge, the deflection on Kaitlyn bridge and the abutment on Reba bridge. The board wanted to look at several options on how to address the issues. It was determined that the two best approaches to solving the problem would be to repair the bridges or eliminate the bridges by putting culvert in their place. A myriad of factors were taken into consideration as to the best method to proceed with. It was concluded that repairing the bridges was the best viable option. Work should commence in the next couple of months.
Bridge Guard Rails
Please be aware that the existing guard rails are visual only; they are not intended to stop a car.
Eagle Ranch Property Owners Take Note:
It was recently reported that two large dogs were chasing pronghorn antelope on Eagle Ranch. This subject has been addressed in a previous newsletter; it appears time to revisit the subject. Pueblo County requires that all dogs be leashed or under control (our emphasis). The Colorado Division of Wildlife (DOW) advises that landowners can take lethal action against dogs, including coyote, aggressively chasing big game wildlife.
Tamarisk Removal
Do you have Tamarisk (or Salt Cedar) growing on your Eagle Ranch property? If you own a lot south of Nolan Drive, and especially along the big arroyo between Nolan and Kaitlyn, you probably do. This is an invasive plant brought into the Arkansas River basin area by the Corps of Army Engineers decades ago for beautification (so they thought). While it is a beautiful tree, it takes over the native plants and is a real water hog. It also spreads widely downstream, and ruins the ground around it for other plants. There are several counties in Southern Colorado which are actively removing the Tamarisk because the Arkansas River basin is losing too much water to these water-thirsty plants. Pueblo County has a task force organized to fight the Tamarisk, headed by Patty Knupp, a private lands wildlife biologist. Large land owners can get grant money to buy the chemicals to kill these trees, but Patty suggests Eagle Ranch owners go together to buy the chemicals. (It is expensive and the trees have to be cut down and herbicide applied to the stumps to kill them, or they grow right back). She has given me two sources where private landowners can purchase the Habitat herbicide – one in Trinidad and one in Fowler. It is $250.00 a gallon, and it takes about 2 quarts per acre for coverage, depending on the amount of Tamarisk involved. Patty sent me an email of guidelines for applying the Herbicide to the plants. I have noticed that since we bought our Eagle Ranch lot in 2001, we have many more Tamarisk plants growing in our section of the arroyo than we did when we first bought. I know there are a lot west of the ditch, also. We didn’t know what they were for several years, but now want to get rid of them. Please contact me for further information, or if you would be willing to share in the cost of the Habitat herbicide.

2009 Special Assessment

The Eagle Ranch Board of Directors and Road and Bridge Committee have determined that the repair of the 3 bridges (Reba Ct., Kaitlyn Dr. and Nolan Dr.)is more critical than the Shadow Lane road complex, so all of the 2008 Special Assessment monies will go to bridge repair. A Special Assessment for 2009 will also be collected for bridge repair, and if money is left over, it will go towards the Shadow Lane road complex. A further Special Assessment will be necessary in 2010 to continue the Shadow Lane project.
Accordingly, a special assessment of $100 per lot is being levied at this time and will be due between August 1 and November 1, 2009.
This special assessment is governed by the guidelines stated in Article 8, Section 8 of the covenants. With regard to Section 8; it is noted that the total of common and special assessments has been increased to $400 from $300 per revision to the Colorado Common Interest Ownership Act, to which the ERPOA is subject. We are holding at the $300 level as long as possible.
