1. Treasurer Report/Minutes/Budget & Balances

2. Old Business: Volunteer Fire Department
a.) financial feasibility/ improbable
b.) Rye fire chief comments “2 to 3 house fires per 5000 homes” in Rye
c.) Response time critical, 15-20 minutes or home will burn
d.) 20,000 gallons per minute necessary for house fire
e.) Suggest sprinkler system in future new built homes for fire protection
f.) More probable and necessary EMT trained persons (Looking for volunteers!)
3. Trail Access
a.) Ken Simpson our H.O.A. president wrote a letter to Rocky Mangini St Charles H.O. A. president, inquiring about some residents of St. Charles wishing to discontinue our use of common area (as of yet there has been no response from Mr. Mangini)
b.) Joe O’brien, developer of Eagle Ranch (Red Creek Ranches) called Rocky in February and stated that according to the Eagle Ranch Conservation Easement that the residents of St Charles River Estates do not have the authority to dictate whether we may use the common area … So feel free!… however do understand that there may be some opposition from certain residents of St Charles until we can get all the bugs worked out! Keep in mind that we are limited to the actual trail.
4. Road Report: The roads have and will always be an issue, they are our responsibility to
maintain, which is not an easy or inexpensive job!
a.) As of July 1 we have received 27” of rain compared to last years 10”
b.) Problem areas: Shadow lane (not ready for development, improvement construction agreement $ money from developer- needs addressing)
Reba Ct (drainage) Kaitlyn bridge and Nolan bridge (deterioration)
c.) We will continue to do the best we can with the roads, we have sister communities that have depleted their savings trying to repair, maintain and correct their road conditions. We cannot express how serious it is to keep our roads in shape or how it affects our property values. We regretfully would like to prepare you for an increase in our property association dues to offset nothing more than ROAD MAINTENANCE.
5. Neighborhood directory; we are kicking around the idea and would like your input!
6. Grazing lease: if Jack Snell did not renew his lease with Red Creek, possibly he would
renew his lease with us?
7. Burnt Mill Road paving, in process 2.7 miles to commence on august 6, ending at bridge after Nolan

a.) Weeds: kosha, russian thistle, tumble weeds (500,00 seeds per plant)
b.) Management, encourage plants you want, buffalo grass and blue gramma

f.) Ongoing saga with alkali (selenium) fence animals (horses) out draws and low areas to prevent alkali poisoning
